Renter Energy Efficiency Program Application Process

The Renter Energy Efficiency Program is an Orange County Power Authority program that provides renters with no-cost portable HVAC systems and batteries. Before submitting your application, please review the Program Handbook to ensure a smooth application process. Applications will be put into an applicant pool and selected through a lottery with participation priority given to OCPA customers enrolled in the CARE and FERA low-income programs. A waitlist will be created for the next round of funding, and applicants not selected will be added to the waitlist.

Before applying, applicants are required to watch the short overview video below. The video highlights how renters can make the most of the provided no-cost appliances.

I acknowledge that I have viewed the video above and understand that, if provided, the portable HVAC and battery are intended to be used together to maximize their benefits.

I acknowledge that the portable HVAC unit is

  1. Intended to reduce or eliminate central air conditioner use. Running both systems at the same time may increase electricity use and costs.
  2. Must be plugged into an outlet on a lightly loaded circuit and not shared with high-power appliances (to reduce risk of tripped breakers).
  3. Requires venting through a window, which may make some customers unfit for the program or present safety or security risks for some.

Participants acknowledge and agree that no additional in-home delivery or setup assistance will be provided by TEC and OCPA when moving the appliances into a dwelling, which are up to 75 pounds. Delivery services are limited to standard ground delivery practices.
